I learned this from a buddy while in the Army. It works great for cut guys. Uncut guys can do it by skinning back. Put your fist around your penis with the thumb and fore finger making a circle under the glans. Lubricate the hollow of the other hand. Now rub the palm over the glans in a circular fashion. Careful, too much rubbing of the pee slit can rub it raw.
