So why are paragraphs like this still around?

I use a Mac, have for 42 years now, and I can 'transcribe' in seconds a 30 page article from all caps to 'Sentence case', which is what we all use naturally, obviously not without errors.
Seems a simple thing to arrange, or hasn't Windows caught up even yet? (I've supported them, never owned one...). Did you want a volunteer...?
