I Cannot Believe What I Saw Just Now

This happened no more than 2 hours ago. I was driving home and came to the stop sign and when I did there was a man sitting on the curb in front of his house I assume. The man had one leg of his shorts up and I was trying to figure out what he was doing by the time I realized he was playing with his nuts. He saw me and it looked like he got scared and pulled his shorts leg back down. I decided to drive back by and when I did he waved at me like come over here. I got real nervous and wasted no time driving away.
