i masturbate with condoms in two ways:

i especially like to use the NaturalLamb membrane condoms for this because when they are lubed and wet, they feel like real skin, not slippery latex

I put a squirt of lotion (Suave, Intensive Care, Huskers) and a dab of water to keep it from drying too quickly, but not enough to make the lotion watery

I've used condoms for masturbation in the past, but since I had my vasectomy there is no reason to have them around. I do use surgical type gloves though and it's great. The latex ones can be irritating so I use nitrile. They're cheaper than condoms and have more room to squish around in.

My use of condoms for masturbation is not a frequent thing, but I found that I rather enjoy the slight sensual "buffer" that an ultra-thin condom provides. Maybe it's just me, but I find that I can perform some of my "nastiest" strokes (the ones that might otherwise get you off fairly quickly) with less "risk" when wearing a condom. The cleanup aspect of it really isn't a significant reason.
